After Japan legalized narcotics, a new drug called Icarus grants users supernatural abilities, transforming them into dangerous "Dope Men" who terrorize society. To combat this threat, the Narcotics Control Department creates a specialized investigation unit tasked with hunting down the empowered addicts.
